RETTEW helped revitalize a dormant roadway project, which was started by PennDOT 40 years ago as the Route 23 bypass, but was abandoned because of funding challenges. The neglected corridor — colloquially dubbed the “goat path” — had been partially constructed and subsequently reclaimed by nature and repurposed by local farmers for grazing. This present-day project aimed to transform the abandoned corridor into a useful space for the community, enhance connectivity to the Greenfield Corporate Center, and address the persistent challenge of traffic congestion on Greenfield Road.

Our comprehensive site planning services transformed the space into a functional and efficient thoroughfare. RETTEW’s corridor design not only addressed traffic congestion concerns but also integrated unique roadside infiltration swales. By limiting the number and size of standard infiltration basins, we created a more sustainable environment. Additionally, our site plan included a multipurpose pedestrian and bicycle trail as part of the Greater Lancaster Heritage Pathway, fostering inclusivity throughout the area.

RETTEW’s involvement provided a solution to a decades-old problem and contributed to the overall improvement of the region’s transportation network, offering a direct and efficient route for both commuters and local businesses. This project received the Conservation of Natural Resources Project Award from the Lancaster County Conservation District.
